The invention provides a vehicle thermal management system, a vehicle thermal management control method and a vehicle. According to the system, a motor heat exchange loop is connected with a heat exchange loop through a first control valve, and the motor heat exchange loop is connected with a low-temperature heat dissipation loop through a second control valve; the battery heat exchange loop is connected with the heat exchange loop and the first control valve through the third control valve. The heat exchange loop is connected with a first heat exchange module and a second heat exchange module in series. The heat pump heat exchange loop is connected with the second heat exchange module; the engine heat exchange loop is connected with the warm air module and the first heat exchange module through a fourth control valve. The first heat exchange branch is connected with a motor module in the motor heat exchange loop in parallel, and a transmission oil cooler is connected to the first heat exchange branch in series. The second heat exchange branch is connected with a battery module in the battery heat exchange loop in parallel; and a vehicle-mounted charger is connected to the second heat exchange branch in series. The utilization rate of energy in the new energy vehicle can be increased.
