The invention discloses an anti-frosting control method for a carbon dioxide heat pump air conditioner. The anti-frosting control method comprises the steps that whether the ratio (QN-Q0)/Q0 of the difference value between the initial theoretical heating capacity Q0 and the current theoretical heating capacity QN of a carbon dioxide heat pump air conditioner system and the initial theoretical heating capacity Q0 exceeds a set first threshold value or not is judged; under the condition that (QN-Q0)/Q0 does not exceed a set first threshold value, an initial frosting measurement index A0 and a current frosting measurement index AN are obtained; when the ratio AN/A0 of the AN to the A0 is larger than or equal to a set second threshold value, it is judged that the outdoor heat exchanger is not frosted; and when the ratio AN/A0 of the AN to the A0 is smaller than a set second threshold value, it is judged that the outdoor heat exchanger is frosted, and the carbon dioxide heat pump air conditioning system enters an anti-frosting mode or a defrosting mode. Correspondingly, the invention further discloses an anti-frosting control system for the carbon dioxide heat pump air conditioner.
