The invention provides a driving decision-making method and system under an automobile limiting working condition. The method comprises the following steps: S101, establishing a behavior network for reflecting a control law of an automobile automatic control system under the limiting working condition and an evaluation network for evaluating the control law; s102, updating the behavior network and the evaluation network through a strategy gradient algorithm until the behavior network and the evaluation network reach convergence; and S103, deploying the behavior network and the evaluation network to the intelligent networked automobile to realize a driving decision. According to the invention, the driving safety and stability of the intelligent automobile under the limit working condition can be effectively improved.
