The invention relates to a vehicle thermal management system, method and device, a controller and a storage medium. In a vehicle, a first port of a first three-way valve communicates with a liquid outlet of a motor, a first liquid inlet of a battery heat exchanger communicates with a third port of the first three-way valve, a first liquid outlet communicates with an inlet of a motor water pump, an outlet of the motor water pump communicates with a liquid inlet of the motor, and the battery heat exchanger and a battery are correspondingly arranged; the controller is communicated with an outlet of the one-way valve and an inlet of the motor water pump, controls the states of the first three-way valve and the one-way valve based on the motor temperature and the cooling liquid temperature, cools the motor and heats the low-temperature battery through the cooling liquid absorbing heat to achieve heat recovery. Compared with a traditional mode that a plurality of independent heat circulation loops are arranged, according to the scheme, the heat management loops of different systems are communicated through the three-way valves, independent control over the heat management loops is achieved, the control strategy of heat management is determined by monitoring the temperature of all components, and the energy utilization rate is increased.
