The method comprises the following steps: constructing a software-based distributed resource management system, an optimized operation support system and an energy aggregator service system; the distributed resources are connected through the distributed resource management system, and access, monitoring, management and control of intelligent electric equipment are realized through a unified interface; through the optimization operation support system, aiming at user side optimization operation, an API port special for smart energy management is established, and various optimization operation supports are provided for an energy aggregator; a plug-and-play flexible aggregation service is provided through the energy aggregator service system, and one-stop support is provided for the energy aggregator to carry out business. According to the method, one-stop service can be provided for main bodies such as energy aggregators and terminal users to participate in the virtual power plant, and the most critical communication and aggregation problems of the virtual power plant are solved.
