The charger is connected with a to-be-charged vehicle and then sends a connection success signal to the charging control terminal; the charging control terminal sends out a prompt, the charger carries out timing, and after a set time is reached, if the charger does not enter a charging stage, the charger starts charging as a first parking pile occupation management fee; after the charging of the to-be-charged vehicle is completed, a charging completion signal is sent to the charging control terminal, the charging control terminal sends a prompt, the charging machine carries out timing, and after the set time is reached, if the charging machine does not carry out charging settlement operation, the charging machine starts to carry out billing as a second parking pile occupation management fee. The problem that new energy social vehicles actively or passively stand in piles and positions, and social charging resources are wasted can be solved.
