According to the method, the required power needs to be calculated, the optimal output power, generated through the PMP algorithm, of the power battery is drawn into a graph, data of working modes under different powers and SOCs are obtained, and the relation graph of the output power of the power battery and the SOC of the power battery is divided into different modes through a clustering method; and distributing the output power of the fuel cell and the power cell according to the value of the required power and the set distribution scheme to obtain the output power of the fuel cell and the power cell. According to the method, the rule-based energy management strategy is guided by using the Pontryagin maximum principle, so that the optimization effect of the improved energy management strategy is close to the optimal effect, and the braking energy recovery rate is expressed through a rational fraction fitting method, so that the actual energy recovery condition is better met.
