The invention relates to the field of road traffic safety, and discloses a hybrid multi-point coordinated active prevention and control system and method for road operation risks. The prevention and control system comprises field end prevention and control, a local road section cooperation layer, an overall road section cooperation layer and a road network cooperation layer. The field end prevention and control comprises a plurality of field prevention and control assemblies, and each field prevention and control assembly comprises a three-level prevention and control calculation center, a data acquisition assembly and traffic control and induction equipment; the local road section collaboration layer comprises a two-level prevention and control calculation center; the whole road section collaboration layer comprises a first-level prevention and control computing center and a 5G network; the road network collaboration layer comprises a 5G network, a 0-level prevention and control computing center and a cloud computing platform, and the 0-level prevention and control computing center is electrically connected with the cloud computing platform. According to the invention, monitoring and correction of high-risk traffic behaviors and monitoring, identification and active prevention and control of road network operation risks are realized, occurrence of road network safety accidents can be effectively reduced, and safety, comfort and rapidness of road transportation are guaranteed.
