According to the method, the charging time and the charging rate are formulated by acquiring the monitoring data of the vehicle and the battery swap station and the use habit data of the user in combination with the local electricity price policy and the battery performance state, so that the service life of the battery is prolonged, and electric power resources are reasonably utilized.
