The device comprises two side plates, a plurality of cross beams are arranged between the bottoms of the two side plates, the upper sides of the two side plates are each in sliding fit with two pulling plates, and steel wire ropes are arranged on the upper sides of the four pulling plates; a pressing plate is arranged between the two side plates in a sliding fit mode, a rubber block is arranged on the lower side of the pressing plate, two first channels are formed in the upper sides of the two side plates, the four pulling plates are arranged in the four first channels in a sliding fit mode respectively, automatic transmission devices are arranged between the four pulling plates and the pressing plate, and the bars are arranged between the cross beams and the two side plates. By means of the arranged pressing plate, a travelling crane pulls the multiple pulling plates through the steel wire rope to hoist the side plates, the rubber blocks can move to extrude the multiple bars, the multiple bars can be fixed in the multiple cross beams and the two side plates, and the stability of the multiple bars in the transferring process is improved.
