The laying and recycling locking device comprises a mounting frame, a guide opening, a locking mechanism and a lifting mechanism, wherein the guide opening is of a horn-shaped frame structure. According to the designed launching and recycling system, the number of needed personnel in the working process is small, the launching and recycling requirements under the advanced sea condition can be met, operation is convenient, and damage to the glider is small.
