The device further comprises a first anti-falling mechanism, a second anti-falling mechanism and a rotating speed sensor installed on the first rotating shaft. The first anti-falling mechanism comprises a clamping block, a push plate, a first spring connecting the clamping block and the push plate, and an electric push rod driving the push plate to enable the clamping block to clamp the first rotating shaft. The second anti-falling mechanism comprises a second wedge-shaped block arranged on one side of the baffle and a first wedge-shaped block connected with the push plate. The clamping block clamps the first rotating shaft and does not make the first rotating shaft stop rotating instantly, and therefore the situation that due to the fact that the container stops descending rapidly, inertia is too large, and goods in the container are greatly damaged can be avoided.
