The invention provides a passenger ship rain descending type air conditioner return and exhaust system and a design method, the passenger ship rain descending type air conditioner return and exhaust system comprises a ventilation area defined by an upper deck, a rain descending type ceiling and bulkheads on the two sides, and the ventilation area comprises a plurality of air supply areas and a plurality of return and exhaust areas; a ventilation dead zone is arranged on the side, close to the adjacent air supply zone, of the air return and exhaust zone. A boundary structure is arranged at the peripheral boundary of every two adjacent air supply areas, and an air supply rain drop box is defined by the upper deck, the rain drop type ceiling and the peripheral boundary structures which are located in the two air supply areas; a boundary structure is arranged at the peripheral boundary of an air returning and exhausting area or the peripheral boundary of an area except a ventilation dead area of the air returning and exhausting area, and an air returning and exhausting rain descending box is defined by the upper deck, the rain descending type ceiling and the peripheral boundary structure which are located in the area. By the adoption of the rain descending type air conditioning system for the passenger ship, the airflow distribution effect is improved, and the vertical and horizontal temperature difference of a public area is reduced.
