The invention provides an overflow brick placing device, application and a placing method, and the device comprises a turnover machine which is fixed on a crown block and is used for adjusting the hoisting distance and the parallelism of overflow bricks; one end of the balance adjuster is connected with the upender, and the other end of the balance adjuster is connected with the overflow brick so as to suspend the overflow brick below the upender and adjust the balance of the overflow brick according to the gravity center of the overflow brick; the cushion block is installed on the machine tool and used for bearing the overflow brick, the placing device is installed on the machine tool and is close to the cushion block, and the top face of the placing device is higher than the top face of the cushion block. The invention further provides an overflow brick placing method. The device has the beneficial effects that the overall structure is simple, operation is easy, the production cost is reduced, and the safety when the overflow bricks are placed is improved.
