The invention relates to the technical field of tractor power control, in particular to a tractor hybrid power system and a tractor, the tractor hybrid power system comprises a driving device, a speed change device, a rear axle wheel end driving device and a PTO, the driving device is used for providing driving force for a whole vehicle, and the speed change device is used for achieving tractor starting and sectional type stepless speed change; the rear axle wheel end driving device is used for driving rear wheels of the tractor; and the PTO is used for taking off the driving force and driving a cultivation tool assembled on a tractor. Double output of driving force is achieved through the arrangement of the hybrid engine and the motors in the driving device, compared with a traditional double-motor hybrid power system, the space utilization rate is higher, and for a high-horsepower tractor with the high power requirement of 100 horsepower or above, the high-power hybrid power system has the advantages of being excellent in power performance, better in oil saving performance, higher in reliability, lower in cost, more compact in space and capable of being widely applied to high-power tractors with the high power requirement of 100 horsepower or above. The operation is more convenient; the problems that a tractor hybrid power system is urgent in spatial arrangement, complex in structure and low in reliability are solved.
