An anti-icing and de-icing method for a composite material component is characterized by comprising the following steps: firstly, dividing an area needing to be de-iced into a plurality of equal-area heating areas; secondly, a heating unit formed by bending an electric heating wire is manufactured for each heating area; thirdly, a plurality of heating units are connected in parallel to form heating sets, all the heating sets are connected to form a heating device, the heating device is arranged on the first resin film, and then the first resin film and the heating device are arranged on the area, needing to be deiced, of the composite material component together; and finally, covering a second resin film on the heating device and sealing the second resin film with the first resin film, switching on the power supply, and controlling the voltage of the power supply to reach the heating power. According to the invention, the damage resistance of the electrothermal film can be improved while the single independent heating area reaches the required heating power, and in addition, the electric heating wire structures of other areas can be determined through the electric heating wire structures of the independent heating areas.
