The heating section is arranged on a power supply rail and is powered by the field control box, and the field control box is connected with an ice melting power supply; the temperature and humidity sensor is arranged on the power supply rail and provides temperature and humidity signals of the environment where the local control cabinet is located for the local control cabinet in real time, the central control board controls the local control cabinet to operate, the local control cabinet controls the field control box to operate, and the field control box controls the heating section to operate. The anti-icing and ice-melting system can remove an ice layer attached to the surface of the stainless steel band of the power supply rail, no damage is caused to the steel-aluminum composite conductor rail when the ice layer is removed, the power supply rail is prevented from icing under specific weather conditions, and in case that the surface of the stainless steel band of the power supply rail is iced, the anti-icing and ice-melting system is started. By means of the system, ice can be continuously and rapidly removed under the condition that the conductor rail is not damaged.
