The invention relates to a ship lock gate anti-collision device and an anti-collision method. The anti-collision device comprises an energy dissipation counterweight assembly, a buoy rack, a double-winding-drum winch and an arresting chain cable. The energy dissipation counterweight assembly comprises a first-stage energy dissipation counterweight, a connecting chain, a second-stage energy dissipation counterweight and a lifting chain; the double-drum winches are symmetrically distributed on the tops of lock walls on the two sides of the ship lock. Comprising a motor, a block brake, an arresting chain open type pinion and shaft, an arresting chain open type large gear, an arresting chain cable winding drum and shaft, a jaw clutch, a counterweight open type pinion and shaft, a counterweight open type large gear, a counterweight winding drum and shaft and a winding drum ratchet lock assembly used for conducting one-way locking on the counterweight winding drum and shaft. The arresting chain cable comprises an arresting chain which stretches across a lock chamber of the ship lock and is connected with double-drum winches on the two sides of the lock chamber. The buoy rack comprises a buoy, a rack and a steering shaft. Compared with the prior art, the device is simpler in structure, single-side installation and transformation of the whole device can be achieved in a ship lock chamber well groove, and space is saved.
