The concrete base is formed by pouring a reinforcing mesh and concrete; the reinforcing mesh is formed by fixing transverse reinforcing steel bars and longitudinal reinforcing steel bars, four tower crane embedded sections are arranged in gaps between the transverse reinforcing steel bars and the longitudinal reinforcing steel bars, the tops of the tower crane embedded sections are connecting parts, and the connecting parts vertically extend out of the concrete base; transverse bolt holes are formed in the side faces of the connecting parts, and the bottom frame is arranged on the outer sides of the connecting parts in a sleeving mode and connected with the connecting parts through bolts; a plurality of clamping plates are fixedly arranged on the tower crane embedded section, and transverse steel bars and longitudinal steel bars on the peripheral side of the tower crane embedded section are fixedly connected with the clamping plates correspondingly. The tower crane embedded section is poured in the concrete base, and the clamping plate is arranged on the tower crane embedded section, so that the reinforcing mesh and the reinforcing ribs are fixed on the clamping plate, and the stability of the tower crane is enhanced.
