The invention provides a turnout conflict protection method which is applied to a target control device, and the method comprises the following steps: in response to use applications for the same turnout sent by a first train and a second train at the same time, judging whether a first distance between the first train and the turnout is equal to a second distance between the second train and the turnout; if the first distance is equal to the second distance, a priority user of the turnout is determined according to first arrival information and second arrival information, the first arrival information comprises whether the first train arrives at the next parking station in advance, on time or at late, and the second arrival information comprises whether the second train arrives at the next parking station on time. The invention further provides a target control device. According to the turnout conflict protection method and the target control device, the priority users of the turnout can be determined according to the information that the first train and the second train arrive at the corresponding next parking stations, and the train operation efficiency and the punctuality rate can be improved.
