A method of assembling and deploying a floating offshore wind turbine (FOWT) platform includes: causing a buoyancy float and a hollow outer box to float in a floating assembly; arranging a permanent ballast material in the outer tank so as to define a mass body; and sinking the mass body into the seabed. A buoyancy float moves to a position above the mass. A transport line is attached between the lifting device in the buoyancy float and the mass so as to define a FOWT platform. The mass is lifted to a point directly below the buoyancy float, and the FOWT platform is towed to the installation site. A mooring line is attached between an anchor in the seabed and a buoyancy float and lowers the mass to a depth that tensions a suspension line attached thereto, the mass and the suspension line defining a suspended mass. The transport line is then stored or removed from the mass.
