The invention discloses a ship docking command system, which comprises a harbor basin data measurement device, a terminal device on an unpowered ship and a dragging device, and is characterized in that the terminal device on the unpowered ship is in communication connection with the harbor basin data measurement device and the dragging device; the harbor basin data measuring equipment is used for acquiring harbor basin data and transmitting the harbor basin data to the terminal equipment on the unpowered ship; and the terminal equipment on the unpowered ship is used for receiving the harbor basin data, determining harbor entering path information based on the harbor basin data and ship turning parameters, and controlling the dragging equipment to work based on the harbor entering path information so as to drag the unpowered ship to a target position through the dragging equipment. According to the process, the dependence on experience of a commanding ship leader and port guiders in the process of entering the docking basin is reduced, automatic dispatching of the unpowered ships is achieved, the adaptability to the environment is higher, and therefore the safety of entering the docking basin is improved.
