A threaded rod is rotationally arranged between the upper threaded rod base and the lower threaded rod base, a threaded hole is formed in the center of the weather tight cover, the threaded rod is connected with the threaded hole in the weather tight cover in a threaded fit mode, a vertical plate is arranged on the inner wall of the wind cap in the vertical direction, a guide transverse plate is horizontally arranged on the weather tight cover, and a guide groove is formed in the guide transverse plate.
