The embodiment of the invention provides passive protection equipment, a passive protection method and a vehicle controller, the passive protection equipment is applied to an automatic driving vehicle, and the passive protection equipment comprises a control unit and a comparison unit which are electrically connected; the control unit is used for transmitting the received speed signal, the vehicle distance signal, the torque signal and the fault signal to the comparison unit; the comparison unit is used for comparing the speed signal, the vehicle distance signal, the torque signal and the fault signal with a first threshold voltage, a second threshold voltage, a third threshold voltage and a fourth threshold voltage respectively to obtain and output a first comparison signal, a second comparison signal, a third comparison signal and a fourth comparison signal respectively; and the control unit outputs a cut-off signal to the brake mechanism based on the signal, so that the brake mechanism cuts off the transmission connection of the transmission system of the autonomous vehicle. According to the invention, the braking of the automatic driving vehicle can be controlled, and the personal safety of people in the vehicle is ensured.
