The invention provides a power battery fast charging precooling control system which can identify a super fast charging intention of a user in a driving working condition. And according to the remaining time, the remaining mileage and the whole vehicle power consumption information sent by the IDC for reaching the charging station travel point, the remaining SOC for reaching the nearest charging station travel point and the optimal temperature for reaching the charging station travel point are calculated. Then, the system sends a battery cooling request, a requested target flow and a requested target water temperature to a vehicle control unit when judging that the pre-cooling time required for starting pre-cooling at the moment is greater than or equal to the remaining time for reaching the travel point of the charging station, so that the vehicle control unit sends a battery rapid cooling flag bit to an air conditioning system controller; and the air conditioning system controller is triggered to carry out corresponding cooling work. Therefore, the control system can intelligently achieve control over thermal management of the whole vehicle according to the vehicle using intention of a user, so that the effect of greatly shortening the charging time can be achieved, and meanwhile it can be guaranteed that the multiplying power is not reduced due to over-temperature of the battery in the high-temperature charging working condition.
