A first sliding block and a second sliding block are arranged in the buffering shell in a sliding mode, a buffering elastic piece is installed between the first sliding block and the second sliding block, a first guide rod is installed on the first sliding block, the first guide rod penetrates through the side wall of the buffering shell, the first guide rod is sleeved with a first buffering spring, and the first buffering spring is arranged between the buffering shell and the first sliding block. A second guide rod is installed on the second sliding block, the second guide rod penetrates through the side wall of the buffering shell, the second guide rod is sleeved with a second buffering spring, and the second buffering spring is arranged between the buffering shell and the second sliding block. The buffer is a two-stage buffer, the buffer elastic pieces are used for longitudinal buffering, the buffer springs are used for transverse buffering, the height of the buffer can be designed to be lower, and therefore the space, used for installing the buffer, of the top of an elevator shaft is smaller. A plurality of buffers may be arranged side by side at the top of the elevator shaft.
