The invention provides a cross-space-time urban rail transit train dispatching command system. The system comprises a workstation, a server and an external driving control system, the work station is used for displaying the operation state, generating a conditional driving control instruction and sending the conditional driving control instruction to the server; the server is used for calculating the running state, corresponding to the time attribute, of the train, determining whether the execution condition of the conditional driving control instruction is triggered or not, and if yes, executing the conditional driving control instruction; and the external running control system is used for controlling the train. According to the system provided by the invention, the condition driving control instruction is generated by calculating the running state, corresponding to the time attribute, of the train, and the condition driving control instruction is executed after the execution condition of the condition driving control instruction is triggered, so that the driving control instruction is sent in advance, and the accuracy of the condition driving control instruction is ensured.
