One end of the rotating arm is provided with a limiting mechanism, the angle of the rotating arm is adjusted through the limiting mechanism, the other end of the rotating arm is provided with a fixing frame, the fixing frame is provided with an angle adjusting device used for installing the flapping wing air vehicle, and the angle adjusting device is provided with a sensor. According to the flapping-wing air vehicle testing device, the flight attack angle of the flapping-wing air vehicle can be adjusted, the initial angle between the wings of the flapping-wing air vehicle and the horizontal plane is guaranteed, the flight test of the flapping-wing air vehicle around the shaft can be carried out, and research and development personnel can visually observe the flight condition conveniently.
