A water surface or ground emergency command controller; a water area rapid searching, detecting and positioning assembly and the like are carried by a water area high-speed remote control maneuvering equipment assembly to carry out underwater rapid detecting and positioning, and vital sign information and underwater environment information of rescue workers are collected through a water area rescue worker high-speed auxiliary power assembly, a water area rescue heat preservation suit, an underwater rescue worker monitoring and positioning device and the like. The underwater rescue condition is monitored in real time through the controller, and the rescue strategy is adjusted in time to efficiently and safely carry out rescue work when an emergency situation occurs.
