The approximation function device (50) performs simulation in a plurality of environments in which combinations of the surroundings of the host vehicle, the status of the host vehicle, and the status of other vehicles are different, and performs learning on the basis of travel status-reward data. The travel condition-reward data is created so as to give a high reward in a condition in which the vehicle can avoid contact with another vehicle, and to give a lower reward than the aforementioned reward in a condition in which the vehicle has contacted with another vehicle.
