The system comprises a main remote control station which is in wireless communication connection with a ship and is used for determining that control authority transfer meets a preset transfer requirement and releasing control connection with the ship; the remote control device comprises: a manipulation module for generating a first control signal comprising a control request signal and a control operation signal; the communication module is used for communication between the remote control device and the ship; the control module is electrically connected with the operation module and the communication module, and the control module is used for generating a second control signal according to the first control signal and processing the first feedback signal; and the communication safety guarantee module is electrically connected with the control module and used for determining a communication link between the system and the ship, and the communication safety guarantee module comprises a communication quality monitoring sub-module used for monitoring the communication quality of the communication module.
