The floating type reinforced concrete universal wind power foundation further comprises an upper floating type tension leg reinforced concrete fan foundation, a lower balance weight reinforced concrete foundation and tension leg tendons connecting the upper floating type tension leg reinforced concrete fan foundation and the lower balance weight reinforced concrete foundation. The tension leg tendons are retard-bonded steel strands on which tensioning force is applied, the wind driven generator is located at the top of the fan steel tower drum, and the bottom of the fan steel tower drum is connected to the upper floating type tension leg reinforced concrete fan foundation. The floating type reinforced concrete universal wind power foundation can adapt to different ocean depths and seabed conditions, draught fans of the same type in the same ocean wind field can be completely the same in size, only the length of the tension leg tendon slow-bonding steel strands needs to be adjusted, and the draught fan foundation is simple in structure, clear in stress, convenient to install and high in practicability. Corrosion is not prone to occurring, and durability is good.
