The invention provides a power distribution method for a hybrid power vehicle and a hybrid power system.The method comprises the steps that in response to a power adjustment request carrying target power, engine operation data and brake data of the vehicle, the capacitance of a super capacitor and operation data of a fuel cell are obtained; under the condition that the braking data represents that no braking exists, the relation between the capacitance of the super capacitor and the capacitance needed for starting the super capacitor through the engine is determined; under the condition that the capacitance of the super capacitor is greater than the capacitance required for starting the super capacitor by utilizing the generator, determining the relationship between the capacitance of the super capacitor and the minimum capacitance threshold and the relationship between the capacitance of the super capacitor and the maximum capacitance threshold; and under the condition that the capacitance of the super-capacitor is larger than the minimum capacitance threshold value and smaller than the maximum capacitance threshold value, the operation data of the engine are adjusted to be shutdown data, the operation data of the fuel cell are adjusted, and power compensation is conducted through the capacitance of the super-capacitor till the total power of the vehicle meets the target power.
