The invention discloses a broken rail monitoring system and a broken rail monitoring method, which are used for improving data density and real-time performance of broken rail monitoring and realizing comprehensive monitoring of seamless railway lines with rail circuits and non-rail circuits, and are simple to install. The system comprises N monitoring devices, N + 1 interval units, a network side device and a terminal, the interval units are electrically connected with two parallel steel rails based on the track line type, so that two adjacent interval units and the steel rail between the two adjacent interval units form a closed interval; the monitoring equipment outputs carrier current with set frequency in a pulse width modulation mode, and determines the steel rail state parameters of the steel rail in the corresponding closed interval based on the change of the carrier current; the steel rail state parameters are sent to network side equipment; the network side equipment carries out convergence, analysis and storage based on the steel rail state parameters sent by the monitoring equipment, and generates state information of the steel rail; and the terminal accesses the network side equipment based on user operation to obtain the state information of the steel rail.
