The anti-falling tower-climbing manned device comprises a crawling ladder structure, a sliding part, a traction mechanism, an anti-falling mechanism and a manned seat, the crawling ladder structure comprises two stand columns and a connecting beam connecting the two stand columns, sliding grooves are formed in the front faces of the stand columns, anti-skid racks are arranged on the side faces of the stand columns, sliding pieces are installed on the sliding grooves, anti-falling mechanisms are arranged in the sliding pieces and connected with the anti-skid racks of the stand columns in a matched mode, and a man-carrying seat is installed on one side face of each sliding piece. The top of the sliding part is connected with the traction mechanism; the handrail and the binding band are installed on the manned seat, the binding band is used for fixing a human body, the traction mechanism is used for driving the sliding piece to ascend to the set height for operation, the anti-falling mechanism effectively prevents the manned seat from sliding downwards, safety protection measures are provided, and rapid and effective manned lifting and maintenance and repair of a telegraph pole tower of a power transmission line can be achieved.
