Provided are a vehicle control device and method, a route generation device and method, and a storage medium that can improve the robustness of a driving support function. A vehicle control device is provided with: a recognition unit that recognizes a situation in the vicinity of a host vehicle on the basis of a detection result of an object detection device including a camera; and an action plan generation unit that generates an action plan for the host vehicle on the basis of the recognition result of the surroundings of the host vehicle recognized by the recognition unit, the action plan generation unit generating an action plan for the host vehicle when it is predicted that the camera is in a backlight state while the host vehicle is traveling. An action plan is generated for avoiding the actual backlight state of the camera at a predicted point and a predicted timing at which it is predicted that the camera is in the backlight state.
