The invention discloses a comprehensive management system for an offshore wind plant. The comprehensive management system comprises a comprehensive monitoring platform, a submarine cable disturbance monitoring system, a submarine cable temperature stress monitoring system and a ship command monitoring electronic system, the comprehensive monitoring platform is respectively connected with the submarine cable disturbance monitoring system, the submarine cable temperature stress monitoring system and the ship command monitoring electronic system; the comprehensive monitoring platform, the submarine cable disturbance monitoring system host of the submarine cable disturbance monitoring system, the optical fiber temperature strain monitoring system host of the submarine cable temperature stress monitoring system, and the AIS base station host of the AIS system are all installed in an onshore centralized control center. According to the embodiment of the invention, the submarine cable is timely operated and maintained according to the real-time monitoring result, the harmful behavior of the ship is restrained, and the healthy operation of the offshore wind plant is effectively guaranteed.
