The invention discloses a power energy management control system and method for a mobile energy storage charging vehicle, the energy control system comprises a master controller, a power battery, an overcharge pile, a first switch, a second switch, a bidirectional DC-DC converter, a power inverter and a motor, and the energy control method comprises the following steps: setting at least one threshold value of acceleration, the power battery or the overcharge pile provides energy for the mobile energy storage charging vehicle according to the relation between the acceleration of the mobile energy storage charging vehicle and a threshold value; according to the relation between the acceleration of the mobile energy storage charging vehicle and the threshold value, the energy of the power electric vehicle or the overcharge pile returning to the mobile energy storage charging vehicle gives full play to the advantages of the power battery and the overcharge pile under the running states of different accelerations such as starting, acceleration and braking of the mobile energy storage charging vehicle, the performance of the mobile energy storage charging vehicle is improved, and the energy utilization rate of the mobile energy storage charging vehicle is improved. And the driving mileage of the mobile energy storage charging vehicle is prolonged.
