The invention discloses a cloud planning service system and method for a networked vehicle, and the system comprises an environment sensing unit which is used for providing environment sensing information, and the environment sensing information comprises the position and speed of an environment vehicle; the event identification unit is used for providing traffic event information, and the traffic event information comprises the type and the position of a traffic accident; the multi-vehicle collaborative planning unit is used for carrying out multi-vehicle collaborative decision making and multi-vehicle collaborative planning according to the environment perception information and the traffic event information; and the multi-vehicle collaborative planning unit is used as an output layer of the cloud planning service system. According to the embodiment of the invention, the decision and planning of a global view angle are provided through multi-vehicle collaborative planning, and the vehicle driving and traffic operation under the global view angle can be realized, and the comprehensive improvement in the aspects of safety, efficiency and energy conservation can be realized.
