Therefore, before the hybrid power vehicle enters the congested road section, the SOC balance point of the hybrid power vehicle is raised in advance, so that the internal combustion engine is prevented from being frequently started and stopped when the hybrid power vehicle passes through the congested road section, and the driving and riding comfort is improved.
