The invention discloses a cylindrical ocean platform with newly-added heaving plates. The cylindrical ocean platform comprises a cylindrical FPSO platform; the connecting units are uniformly distributed at the bottom of the cylindrical FPSO platform; the heaving damping unit is connected to the bottom of the connecting unit, and when the cylindrical FPSO platform generates heaving motion, the heaving damping unit can increase heaving damping for the cylindrical FPSO platform and reduce the heaving amplitude of the cylindrical FPSO platform; the gravity centers of the cylindrical FPSO platform, the connecting unit and the heaving damping unit are located on the same straight line. The motion amplitude of the cylindrical FPSO platform can be reduced, the requirement for motion performance is improved, and meanwhile the cylindrical FPSO platform has the advantages of being convenient to construct, low in cost and the like.
