The system comprises a mechanical docking platform; the communication device is arranged on the mechanical docking platform and is in networking communication with other intelligent buoys through the communication device; the plurality of navigation guarantee base stations are connected with the mechanical docking platform, and each navigation guarantee base station comprises a cabin body which is internally provided with a containing cavity used for storing an unmanned aerial vehicle; the unmanned aerial vehicle landing platform is arranged at the top of the cabin and used for guiding the unmanned aerial vehicle to land, and when the unmanned aerial vehicle completes landing, the unmanned aerial vehicle landing platform is opened, and the unmanned aerial vehicle enters the containing cavity; the solar cell panel is obliquely arranged on the surface of the cabin body and is used for providing a power supply; and the wireless charging device is arranged in the accommodating cavity, is connected with the solar cell panel, and is used for wirelessly charging the unmanned aerial vehicle. The intelligent buoy is controlled and managed through unmanned aerial vehicle clustering, and the function and action range of the intelligent buoy are expanded.
