The invention provides a vehicle driving assistance system based on expected function safety and a vehicle, and the system is characterized in that the system comprises a basic driving assistance system which is used for controlling the basic operation of the vehicle; the state evaluation subsystem is used for monitoring vital signs of the driver and judging the fatigue degree of the driver according to the monitored vital signs; and the degradation mode jump rotor system is used for controlling the vehicle to enter different degradation modes according to the fatigue degree of the driver so as to implement safety actions.
