A low cost viscous resistance reducing cladding for a hull includes an air bag having an outer face for draining water. Each airbag includes an inflation chamber that includes a substantially open space that does not impede air flow therethrough. The bladder is inflated by charge air to a pressure higher than the adjacent hydrostatic pressure. The airbag material includes a reinforcing fabric for withstanding forces encountered during operation and sealed by a sealant so as to render substantially air impermeable. The outer drainage surface of each airbag is connected with the inflation chamber through a restrictor hole. Air flows from the plenum through the restrictor aperture into the drainage layer.
