The invention relates to the technical field of three-dimensional land surveying and mapping, in particular to a high-altitude fixed-point three-dimensional land surveying and mapping system which improves convenience and practicability. Comprising an unmanned aerial vehicle, supporting rods, a transverse plate, a disc, a first rotating rod, an adjusting plate, a camera, supporting legs, standing feet, a fixing plate, an annular sliding block, a driving mechanism and an adjusting mechanism, the top ends of the two supporting legs are connected with the bottom end of the unmanned aerial vehicle, the standing feet are arranged at the bottom ends of the two supporting legs correspondingly, and the top ends of the two supporting rods are connected with the top end of the transverse plate; an annular sliding groove is formed in the inner side wall of the circular opening. An annular sliding block is arranged on the outer side wall of the disc and slidably installed in the annular sliding groove. The first rotating rod is installed at the top end of the disc. The top ends of the two fixing plates are connected with the bottom end of the disc. The adjusting plate is rotationally installed between the two fixing plates. The driving mechanism is installed at the bottom end of the unmanned aerial vehicle and used for driving the disc to rotate in the circular opening through the first rotating rod.
