Target vehicle driving track information is obtained from driving state information of a plurality of vehicles; obtaining a monitored multi-section state content set; a vehicle scheduling result is obtained through the obtained monitored multi-road-section state content set and a plurality of preset vehicle scheduling networks, and different vehicle scheduling networks in the plurality of vehicle scheduling networks mine road section feature information of different multi-road sections of the target vehicle; determining congestion degree information of each congested road section of the target vehicle through a plurality of multi-road-section vehicle scheduling networks which are debugged in advance; importing the determined congestion degree information into an information classification unit to obtain a matched confidence weight matched with each piece of congestion degree information; respectively determining congestion degree information of each congested road section of the target vehicle and weight operation of confidence weights matched with the congestion degree information; and identifying the vehicle scheduling network according to the weighting operation.
