The invention relates to a deepwater steel pipe laying device. Comprising a sledge frame, a laying assembly which is installed on the sledge frame and is rotatably arranged, a high-pressure manifold which is arranged on the sledge frame and is used for guiding a medium into a steel pipe, and a pipe arranging assembly which is installed on the sledge frame and can be driven by the laying assembly to automatically arrange pipes and/or can be forcibly driven to arrange the pipes forcibly. According to the deepwater steel pipe laying device, the laying assembly is rotatably arranged so that the steel pipe can be laid, a medium is guided into the steel pipe through the high-pressure manifold, and automatic pipe arrangement and/or forced pipe arrangement are/is conducted through the pipe arrangement assembly, so that rapid laying of the steel pipe can be achieved, and the medium is transmitted to the deepwater pressure test module from the steel pipe; and therefore, the safety and the operation efficiency of the pre-debugging operation can be ensured.
