An emergency escape evacuation system for a high-rise building comprises a lifting system, a traction system, an energy storage device and a brake device. The lifting system is arranged in the hoistway and comprises a linkage device, a lift car A and a lift car B, the lift car A and the lift car B are the same in weight, and the lift car A and the lift car B can be in lifting alternate linkage in the hoistway through the linkage device. The load weight difference between the lift car A and the lift car B provides power for lifting alternate linkage. The braking device, a traction wheel of the linkage device and a permanent magnet damping machine of the traction system are sequentially connected and coaxially and synchronously rotate, the permanent magnet damping machine is used for controlling the lifting alternate linkage speed of the manned lift car, and the braking device provides braking force for the permanent magnet damping machine. The energy storage device converts potential energy of the load weight difference between the lift car A and the lift car B into electric energy to provide power for the permanent magnet damping machine. Due to the fact that lifting force is provided by means of the load weight difference of the two lift cars, the emergency escape evacuation system can achieve emergency evacuation without being externally connected with a power source, and a building evacuation channel is provided for a building, especially a super high-rise building.
