The invention discloses a four-quadrant load device which comprises a hydraulic dynamometer, a variable frequency motor, a frequency converter connected with the variable frequency motor in a matched mode and an upper computer unit. The hydraulic dynamometer is directly connected with the variable frequency motor through a tandem shaft; the load output of the hydraulic dynamometer and the variable frequency motor is accurately controlled through the rotating speed and torque sensor, the water inlet and outlet amount of the hydraulic dynamometer and the rotating speed and torque output by the variable frequency motor are adjusted through the upper computer unit, and simulation of four load operation working conditions of positive steering positive torque, positive steering negative torque, negative steering negative torque and negative steering positive torque is achieved. The four-quadrant load device has a dispersed working mode and a combined working mode, the hydraulic dynamometer and the variable frequency motor can operate independently or the hydraulic dynamometer and the variable frequency motor are combined to form a four-quadrant load operation mode, and the operation state of a real ship propulsion system is simulated in an omnibearing mode.
