The offshore wind power foundation platform comprises a floating body platform and a main floating body which is fixed to the floating body platform and provided with a hollow structure, a connecting piece is connected to the floating body platform in a welded mode, a secondary floating body is fixed to the end of the connecting piece, and the secondary floating body is connected to the floating body platform in a welded mode. A conical transition section is connected to the main floating body in a welded mode, a fan tower barrel is arranged on the transition section, the floating body platform is connected with a fixed anchoring body located on the seabed plane through an anchoring cable, one end, located on the secondary floating body, of the connecting piece is connected with a fixed anchoring body located on the seabed plane through an anchoring cable, and the other end, located on the secondary floating body, of the connecting piece is connected with the fan tower barrel. The connecting piece is mainly of a steel pipe truss structure, and the connecting piece and the secondary floating body jointly form balance torque.
